The Ohio Coalition for Equity & Adequacy of School Funding is organized as a council of governments pursuant to Chapter 167 of the Ohio Revised Code. The Coalition was organized in 1990 to challenge the constitutionality of the Ohio school funding system. The Coalition is governed by a Steering Committee of school district representatives. Steering Committee members serve without stipend or expense reimbursement from the Coalition.

The Coalition filed the DeRolph case in December 1991. The Court ruled in favor of the Plaintiffs on March 24, 1997, May 11, 2000, September 6, 2001 and December 11, 2002. After the December 11, 2002 ruling, the Court no longer retained jurisdiction. The Coalition began to pursue school reform via initiative petition and subsequently, by way of a constitutional amendment. These two initiatives were dropped due to insufficient number of signatures.
The Coalition is currently engaged in litigation challenging the constitutionality of the EdChoice voucher program.
